The Office of the Comptroller of the Currency (OCC) is a bureau within the U.S. Department of the Treasury that dates back to 1863.  The OCC is charged with regulating and supervising all national banks and federal savings associations in order to ensure that they comply with relevant laws and treat customers fairly.  As part of that mission, the OCC regulates advertisements by these entities.

Though the OCC takes customer complaints about banks, and federal savings associations, it often refers complaints about fraud to other federal agencies such as the FTC or USPIS.
